You can use MS-DOS 7.x and still use FAT16 partitions (yes above 8.4G).
Personally I'll partition my 46G HD (should get here the comming week) with
FAT32 for (Windows 95) OSR2 and use FAT16 for my DOS needs (which equals to
8.4G - 0.5G (win9x boot) = 7.9G).
