You can easily get to a DOS window on ME:  It's been moved from the
programs menu to the accessories folder under the programs window. 
Some OEM systems seem to have eliminated even that but on any ME system
you can select the run option from the start menu and type in COMMAND
and you'll get a DOS window.   Windows 2000 _does_ have a command line
interpreter which is mostly compatible with DOS commands and batch
files but not with many DOS applications.  Under Windows 2000 it too
has been moved to the accessories folder and you can also start it by
going to run from the start menu and entering COMMAND as the program
you want to run.
