Since its from Microsoft you will likely find it not to be documented.
At least I couldn t find any documentation for these. 

The usual (very time-consuming) methods to find out things like this 
are: trying, guessing, and having a very sharp look at it (that is 
trace it in a debugger), repeat these steps until its narrowed down 
(can be 100 times and more, sometimes, depending on the complexity).

Sorry, what I meant is: MS-DOS runs with "MULTITRACK=OFF" until
CONFIG.SYS is finished, and then switches to MULTITRACK=ON if
no MULTITRACK=OFF was found in CONFIG.SYS.
Again, this behaviour is not documented as far as I can tell,
it is "guesswork" based on having a sharp look... ;-)
