Do you know about the cpm.interfun.com web site?  I think they have just
about all versions of GEM, some with source code, and they have CP/M-86
with patches for high density floppies and Y2k.  It's still limited to an
8 meg partition, though.  They also have ViewMax (a GEM-based DOS shell)
which was supposed to be part of DR-DOS 7, and works with the Task Manager.
