[On the subject of OE creating HTML mail]

Outlook Express doesn't create HTML mail if the user told it to use plain
text.  However, by default it uses HTML and so the user can type in a plain
text message, and the only hint that it will be sent as HTML is the
font/formatting bar and a few buttons on the toolbar - nothing really
obvious.  When sent, it will create a plaintext version of the message, and
then combine the versions.

If, however, the software is set to Plain Text by default (as I have my copy
configured), unless specifically overridden the message goes out at plain
text with no HTML attachments or graphics.
