When DOS is installed the statement :

NUMLOCK=ON 

is usually (in PC/MS DOS) written to config.sys automatically by 
the install program.

Try a statement in config.sys as follows:

NUMLOCK=OFF     (change the old statement by changing ON to OFF)

Works for me since DOS 2.11.
