Could it be, that you have some ROM-BIOS setup option like 
"Virus protection" or "Refure updating MBR code" enabled?

If so, disable it temporarily while installing the OS or running
SYS, as the installer needs to write a new MBR and boot sector
code if you have been using MS-DOS before. 
Alternative: Please try LOADER. If this too does not work, 
carefully check the ROM-BIOS setup options, too.

BTW, the new DR-DOS 7.03 BETA SYS available for download on 
Caldera's web site has a number of new options allowing to
work around some common installation problems. Run SYS /?
for an overview of available options.
