The only non-Microsoft DOS that I know of, which supports FAT32, is
RxDOS.  Check 'em out at   http://www.rxdos.com

At $5 a copy for personal use, the price is damn reasonable.  Unfortunately,
the 'evaluation' copy available for download is useless for purposes of
evaluation.  You get only the kernel and command shell; internal commands
are different from Microsoft's, and no documentation is provided -- not even
/? syntax info!  You would have to purchase the software to evaluate it in
any meaningful sense.  (What the heck, five bucks....)

This is a much later version of the RxDOS featured in Mike Podanoffsky's
book "Dissecting DOS," if that rings a bell.
