Well, that about exhausts my brilliance.  I've only known the DR DOS
setup to fail when run on a machine with a rather weird video card,
and NewUI=Off solved that one.

Are you booting from Setup Disk #1?  Or are you booting a different
version of DOS from the hard drive, then running setup from there?
