The freeware clone Info-Zip, specifically the 32-bit executables, might
work.  I know they *do* handle long names when run under 32-bit Windows. 
Unfortunately they don't handle every single subtype of zip compression
that pkzip does.  Look in <ftp://ftp.cdrom.com/pub/infozip/>
