A while ago I already answered this one. However, in the meantime
I have looked this up and DISKCOPY and DISKCOMP actually use
XMS, EMS, raw extended memory INT15, and hard disk swapping (if
%TEMP% or %TMP% are defined). This is implemented since DR DOS 6.0
long before it partially found its way into MS-DOS/PC DOS.

If this is not working in your configuration this is probably because
the system does not properly provide extended or expanded memory
(I recall a strange MEM output reported), or these environment
variables have not been set, or you're trying to do this under 
Windows.
