You could use FIPS to change the HD partitions.
With FIPS you'de resize the Win98 partition to a smaller size and then
make an extended partition with a DOS 16bit logical drive in it.
You could then use a multi-boot program to choose at boot-up time
wheather to boot Win98 from drive c: or DOS from the logical drive d:.
