No, this is not specifically a DR-Dos error - it happens with ALL versions
of DOS I know of - in fact it happens with Linux too, if that's any
consolation.

To cure the problem:
Plug in the old master drive (you do still have that, don't you?) as
master, plug in your _NEW_ master drive as a *SLAVE*, fdisk the second
drive with the partitions you want.  Then, (making sure you have a floppy
to boot from) swap drives (slave for master etc), boot off floppy, run
fdisk again on master drive (just to check partitions and that one of them
is ACTIVE) then copy DOS to new partition.  This can be done if you are
using the Install Disks (a 5 disk set) starting from the boot floppy of
the set - it's pretty much a simple job of inserting disk in drive, and
either rebooting or running setup from the drive.

If anything here is incorrect, please will someone correct it - this is
just what has worked for me...
