This message is probably displayed by STACKER.BIN or STACKER.OVL when
IBMBIO.COM executes this file before it starts parsing CONFIG.SYS.

Apparently this message is issued by STACHIGH.SYS because it cannot
find a resident STACKER driver.
Actually, I don t know why it isn t loaded, since it s is already
executed before... Maybe it is looking for other STACKER files on the
wrong drive, or in a different subdirectory? Before IBMBIO.COM loads
STACKER.BIN, your old drive C: is still drive C:, but this may change
after STACKER is loaded. Can you find DRIVSWAP (or a similar name)
in your CONFIG.SYS. Can you find a STACKER.INI file somewhere? If
so, what does it say?

Well, obviously not a solution, but maybe something helping to better
track down the problem... Good luck!

 Matthias
