As a DOS graphical browser, currently Arachne would be the
closest one in functionality to Navigator. It's still run in
real mode, and -- albeit slowly -- runnable even on a XT (I've
played with Arachne and Nettamer 386 on my old AT 286).
Arachne original design was bought by Caldera and developed
separately as Webspyder under DOS/4G environment. There are
also other DOS-based graphical web browser available or under
development: IBM Webboy, Spin, Ullyses, and NetApex. The list
probably would be growing longer after Netscape releasing it's
source code.
However, as far as I know, all of the current DOS browsers
doesn't support Java and won't multitask either. So, probably
a DOS version of Navigator would be feasible. But, as Windows
applications dominate the market, and DOS applications tends
to end up at niche market, perhaps the development would be
strictly a voluntary effort.
