Some virus checkers tamper files (and boot sector and MBR) by placing
a signature and checksum somewhere inside (or at their end) of the 
file. If they don't find this signature any more, they assume a virus
has contaminated the file. If you are sure, you don't actually have a 
virus, you should not unload LOADER, but let the virus checker 
refresh the signature. This should enable peaceful coexistance of 
Windows 95 with any OS of the DR DOS family.

Hm, I don't know - it's a Windows problem. Since then have there been 
any changes in your configuration files CONFIG.SYS and AUTOEXEC.BAT?
However, after checking that you don't have a virus by using several
3rd party products, deinstall your virus checker and see what happens.
Also try MS-FDISK /MBR or DR-DOS FDISK (Rewrite Master Boot Record).
