Close.  The DOS configuration file (CONFIG.SYS or DCONFIG.SYS or, I think,
ODCONFIG.SYS) comes before the command shell.  After all, DOS needs to read
it to know where to find the command shell.

That's right.  And note that OpenDOS comes with just such a loader.  After
all, the best backup is one you can get to quickly and easily, whenever you
need it.
