The year 2000 IS a leap year.
A leap year is every 4 years with an exception if the year ends with 00.
However there is a further exception that allows a leap year at the turn of
the century every 400 years.
At least, this is what we are going on.
Because the kernel doesn't support either of these exceptions they cancel
each other out and the kernel will work correctly.
Pope Gregor the 13th is responsible for all this...
