Not yet. The LONGNAME driver only supports original ASCII at the
moment. Everything above 127 will be replaced by 0. This implication
is due to an OEM codepage <-> Unicode translation, which would be
required otherwise.

As far as I know: Yes. However, some enhancements have even now
found it's way into DR-OpenDOS/DR-DOS 7.02, including:
- Better decisions between UCASE and FUCASE in the kernel.
- Some COUNTRY.SYS data has been updated or corrected.
- COUNTRY.SYS now supports LCASE (and not only in codepage 866).
- COUNTRY.SYS and COMMAND.COM introduce support for DIN 28601
(aka ISO 28601) for Germany (optional country codes 20049 and
10049): "Japanese" date format (1998-02-06) as used in German
offices since May 1996, in international business, and in
scientific/engineering environments.
- COUNTRY.SYS optionally supports the future Euro currency for most
Western European countries (21xxx and 11xxx).
- IBMBIO.COM has been enhanced so that CONFIG.SYS COUNTRY= now
accepts all COUNTRY.SYS files of any DOS 3.3+ or DR DOS 3.31+
(a greatly enhanced NLSFUNC 4.00+ with the same feature will show
up in the near future, also supporting INT2Fh/14FEh, CL=00h
(reserved for XCTL) and CL=03h (LCASE)).
- DISPLAY.SYS also supports non DR DOS .CPI files.
- Year2000 support
However, nobody has to wait for Caldera to include support for
his/her country/language somewhen in the future. I'm collecting
foreign country data, and if someone needs support for his
country/codepage relatively soon, he/she could help me alot collecting
info on his country by sending me detailed info on country/codepage
data (IDs, formats for date/time, numbers, currency, the keyboard
layouts, alphabet, other issues) and - more important - raster fonts
in 6x8, 8x8, 12x8 and 16x8 pixels (if possible with commented ASM
source).
