Sigh... Without OpenDOS 7.02 you wouldn t have a chance at all to load handles
high (not using QEMM). Neither MS-DOS (up to 6.22)/PC-DOS nor older versions
of OpenDOS have this facility.
I guess you are not using Windows for Workgroups (WfW), are you?
Which (exact) version of Windows 3.1 are you using: 3.1, 3.10, or 3.11?
Which EMM386 are you using: Caldera s or Windows ? Please provide
the EMM386 switches, together with a MEM /A report and other necessary
details concerning your configuration.

One thing to try: Replacing Windows 3.1 by WfW 3.10 or 3.11 may help.
