There is a neat little shareware mailreader/newsgroup reader/web browser
called Net-Tamer that will do what you want quite nicely.

The best part is that it is a complete package - you do not need a
separate packet driver, dialer, etc. It is much easier than most 
DOS programs to install and get working properly.

There are three versions. The XT version will run on a 286 (or earlier,
even), the 386 version has some (limited) graphical web browsing
capability, and there is even a version for palmtops.

They even have a newsgroup and mailing list. You can download it at:
http://neettamer.net

It is shareware, price is about $35.00, however, the trial version is
fully enabled except for some pauses.

And it runs great under OpenDos!
