Your program might be shelling out to a hard coded
"C:\\DOS\\COMMAND.COM" rather than useing either the SHELL or the
COMSPEC environment variable.  Worse yet, it might be shelling out to
"COMMAND.COM" only causing strange behaviors in different working
directories.

VIM, for example shells out correctly under OpenDOS.
