Several people have suggested programs like FDFORMAT and 2M.  All these
are good programs, but if you want a small TSR to read the disks, look
at FMT by Oleg Kibirev.  It's INT13X TSR takes up just a few bytes of
memory and happily loads into the HMA with DOS by default, taking
virtually no memory.
