It is, however, more natural to establish the context then comment on it.
I take it the problem is that a speech synthesizer makes the quoted
material more of a nuisance than it is worth.  A better solution would
be to write software which recognizes lines flagged with '>' or the 
like as quoted material.  This should not be impossible if the e-mail
program is stand-alone anyway.  The software could then move, abbreviate,
or skip quoted material as desired.  This would be far more flexible than
trying to convince the Net community to alter existing practice.
