Yes, the INS file tells setup about the card.
You can always set up the network manually.

For a straight TCPIP connection, we have the following in our
nwclient\startnet.bat files:

lh lsl
lh ne2000
lh pkt2odi /b:1

For IPX networking, you also need:

lh ipxodi
lh vlm

You can replace NE2000 with the driver for your card.
PKT2ODI is a funny one, the /B parameter depends on the contents
of your NET.CFG file.

Change the link driver to your card, and make sure you have
a frame called ETHERNET_II.

If this is not the first frame, you must specifiy pkt2odi /b:2
