You're right, is not the greatest multitasking system available. It's perhaps the poorest one.
I didn't try Concurrent DOS or any other multi*.* DOS clone, but I've read much and closely about them, which leads me to this:
They have NEVER been free. OpenDOS _is_ a free multitasking DOS. You can install it on a clean computer, and run two -or more- concurrent programs. Can't you?!

Again... we're talking about an operative system, and the external replacements or add-on's are not the topic here (I think).
