OK, forget I said anything. I've done three things since writing this
message:

1) looked at the command line in the PSP; it's not uppercased
2) Played with GWBASIC trying to get it to create such a file
3) Tried to create such a file with FCB calls

none of which gave me a file with lowercase letters in the name.

I'll go back to sleep now.
