That might be necessary.  Arachne has some pretty wierd licencing arrangements,
particularly where armed forces are concerned.

Any idea how they propose to do that?
Microsoft tried, and the result was a disaster.

to install the package, you need a working CD-ROM drive.
To get a working CD-ROM drive, you need to install the package.

It only works properly if the OS comes with the machine and the builder supplies
a customised boot disk...
