That depends. A full-fledged "big 9" newsgroup (which OpenDOS is eligible 
for due to the large mailing-list traffic) requires an RFD (Request For 
Discussion), during which the newsgroup name and charter will be fully 
decided, and an CFV (Call For Votes), in which whether to make the group 
or not is put up to a net-wide vote. If the RFD goes well, the CFV will 
almost certainly pass.

OTOH, if you want an alt.* newsgroup (*bad* idea, IMHO) you need nothing 
except issue a newgroup control message. A discussion in alt.config will 
increase the likelyhood that the newsgroup will propogate.
