It's been done at least once.
Wayne Buttles has ported Lynx 2.7 and also made a smaller combination of 
Lynx 2.4 and DOSLynx to produce Bobcat. I've only tried Bobcat and it 
works pretty well in pure text mode although it can spawn all sorts of 
things if you're so inclined. Try these:

Frankly, I prefer Bobcat to Arachne and I'd have thought that a 
text-mode browser would have been more use to the sight-impaired, who 
appear to be big DOS users.
