How about a user constructable command.com, ie, you pick and choose what
features you'd like the 'main core' of your command processor to have, and
what you'd like in the 'extended command processor overlay', and what your
don't what at all?  Any time you change you mind, you could invoke the
command constructor to build a new one.  It shouldn't be that hard,
basicly a table driven system with prebuilt modules.
