More of a recommended order rather than any sort of standard.
Personally, under dos, I don't mind the hardcoded dir's, namely because of
the potential number of packages I'll try out looking for something to fit
a need. Heck, while looking for a good HTML editor, I sampled at least
20-25 packages, had at least 10 on the hard drive at any time.
