It should have been possible to set up a telnet
site with this difference.
The user is asked all of the questions on
the information form; the license agreement appears on the screen,
the user is asked to type agree or hit return and they're told that all
answers have been recorded up to that point as well as their answer
to this final question.  If the user types agree,
then they're told if their information as provided is verified,
caldera corporation will permit them to download the software for
their stated purpose.
One of the things that's taken on that information form
is an e-mail address.  Automation could be set up which would flag an 
e-mail address as okay and at that time when information verified, caldera
corporation could send an e-mail form letter informing
the applicant that their information verified; they should be at the
recorded e-mail address when they next connect to the telnet site,
and when that happens, a quick connect to the download area happens
and the user can use ymodem to download through telnet.
web pages in their form personality may work as a shortcut,
but telnet is a proven technology.
