Actually, I have created symbolic links (in lab conditions) under DOS using
Norton Utility..
However, it goes a bit mad if you delete one of the links, run chkdsk etc.

Needless to say I only did this on a floppy disk..!

Symbolic links would be quite a feasible addition if all the read/write calls
were trapped to be safe.
