Are you sure?  As far as I know, gEDA/gaf 1.9.x was never released in 
Debian, and the current version of the package maintained at

   https://salsa.debian.org/kmk/geda-gaf

is 1:1.10.2-1.

This is exactly how packages built from source are supposed to be 
installed.
