Yeah really, I haven't touched Windows in 10 years.  Paint Shop Pro, even
an old one.  Irfanview, maybe Windows Paint.  PSP and Irfanview are free
downloads.  PSP is good if complicated, approaches Photoshop or GIMP.  You
open your image file and have a big choice of what type to save it as.
Irfanview is mostly a viewer but you can do some edits and saves.
