Other ways to proceed include

1) https://github.com/erichVK5/image2footprint

2) svg2mod, which will produce a kicad footprint that pcb-rnd can load.
Polygons in the footprint may not work with gEDA PCB though

3) just load the image directly into pcb-rnd, also discussed at

4) with respect to qr-codes, pcb-rnd supports parametric qr code and bar
code insertion too:
