gnetlist "exporters" are called backends.  gnet-gsch2pcb.scm (or the 
more modern gnet_gsch2pcb.py) is just the backend used by gsch2pcb.c, the 
actual "gsch2pcb" tool.

It resides in the repository "geda-gaf", which means it is part of the 
gEDA/gaf project.  AFAICT, it is deprecated and has been replaced by the 
"Import Schematic" mechanism, though; which doesn't necessarily mean bugs 
won't be fixed as long as someone is willing to do so.

I suggest reporting bugs to the gEDA/gaf bugtracker and/or to this list.
