Some improvements to the rubber band code in pcb-rnd now allow a
radius to be specified other than the default of no radius when using
rubber band mode to route tracks on PCB layouts in pcb-rnd.

This can be done with Alt+x  and Alt+shift+c  key combinations, or in
the user preferences dialog.

In addition, angle preservation has been improved when moving tracks
with rubber-banding.
