Usually I know what to build and start with a sketch, sometimes as a block diagram and then start to look for suitable components, choose value/footprints, the last step is usually to fill in order information from distributor or similar.

I have never been in a situation there I should use as much hardware as possible for an allocated sum of money although I have been in situations where there is an upper limit on price then project should be abandoned.

Choose suitable readily available components components and do not look at the price. Some parts of ciruits are sometimes available as modules and this save time.
