I'd like to make an area of copper that would basically be a 1 inch circle
with a 1/4" vertical strip (non-copper) up through the middle (two not
quite full half circles).

Think of it as taking a 1" diameter pie and cutting a 1/4" vertical strip
out of the middle.

As a clock analogy for the right side, an arc from 12:05 to 12:25 with a
line going from the 1 to the 5 enclosing the copper area.  (clearly
mathematically these are not the start and stop angles but just an
illustration)

Is there a way to do this in pcb and define it as a footprint?
