Sorry for being dense, but I don't quite understand yet. Could you spell it
out for me a little more? Just to make sure I have the terminology
straight, elements are instances of footprints, right?

I've also noticed that this happens with other objects too, text objects,
lines and arcs, rectangles and polygons. It also doesn't matter what layers
the elements are on. So, if you drag a selected element on the top side
over an element on the bottom side and release with shift held, the bottom
side element is removed and the top side element takes its name.
