If you have specific examples and constructive ideas on improving
them, then say so.  To just say it's a "confusing grab bag of
features" is not helpful.  That's like me saying "I hate scheme"
without giving examples that would help you improve the situation.

If you can't figure out a way to respectfully and constructively state
your opinion, we'd rather not hear it at all.

Don't you understand that PCB isn't a generic CAD program, and that we
make assumptions to simplify the user's (and our) job?  You keep
saying that it has to be your way, without considering that it doesn't
*have* to be your way, and we might not *want* it to be your way for a
reason.

PCB's layer group defines the stackup.  The insulators are between the
conductors.  That's all we really care about at the moment.  If you
want more than that, find a different layout package, or buy Autocad.

Either way, stop harassing the pcb developers just because we aren't
doing things your way.
