IIUC, you're speaking about 'panning'. If so, there are settings for gschem
allowing panning using one of the mouse buttons or you can just hit 'x'
to pan at the mouse cursor position.

Any of the last two scripts at [1] (just added) will let you move
things around using arrows in gschem. Info on how to install them is
above on that page.
