When would two symbols in a schematic ever *not* refer to distinct entities?

I said *if the tool requires* in which case the user's freedom has
already been limited by their choice to use the tool.

And this requirement was from *your* statement:

"have to" sounds like a requirement to me, and I was referring to the
case where the user "has to".

No, (3) only requires a UUID be assigned to each symbol as it's instantiated.
