For that it should be good enough to put a big pad where the reference
design should be placed, so that area is not used by the autorouter.
Maybe put some pins on the border of that area, where autorouter could
connect power and signal traces. All that is some thinking and coding
work of course, but not too difficult ant not a fundamental problem. (I
do not think that for a reference design we want an autorouter insert
his own traces in that area.)
