The second > step could entail a voting process on which features are most > important to the stakeholders. gEDA is a doitocracy. If you want something done, do it. If you want it done badly, convince others to help you do it. Voting just isn't going to work, because losing a vote doesn't make a developer want to work on the winning idea.
