From my user perspective I can only emphasize that a specctra interface 
would be highly desirable. It opens the way for third party routers. 
Freerouting being just one of them. 

Why would it have to be a separate branch? This is an exporter/importer. 
It should hardly interfere with the core of pcb.

As a side note, I found that kicad and eagle both can deal with specctra 
files...
