It's not dead, I've just been pre-occupied with other things.

The latest repo is the git repo on geda-project.org

I'm basically the lead on PCB development, but I'm very lenient so if
you want to work on part of it, go ahead.

As for doing a release, we have a document that says what the steps
are (at least, that's what I follow) but you need to be an admin to do
some of the steps.  Feel free to read the doc (it's in the source
tree) and see if the non-admin steps at least work.
