If you rename the footprint name in pcb, and File->Import, it reloads
the footprints from the library (assuming you've updated the library
files, and restarted pcb).

So, if you have a "DIP24" footprint, change that to (for example)
"DIP24.old" (search and replace in a text editor is easiest) and PCB
thinks it needs to replace the footprint.

If you're still using gsch2pcb, time to switch to pcb's File->Import
